Sabine Matheson

Principal, StrategyCorp

Sabine Matheson has been an advisor to Ontario provincial and municipal leaders, as well as private and not-for-profit clients, for over 30 years.


She has been a principal at StrategyCorp, a Toronto-based government relations, communications and management consulting firm since 1998. She is founder of StrategyCorp’s Municipal Services Practice Group, that serves local governments across Canada.


Previously, Sabine served as Chief of Staff to Ontario’s Minister of Municipal Affairs and Housing. In that capacity, she was deeply involved in the creation of Ontario’s municipal taxation and assessment regime, key reforms to Ontario’s Municipal Act and Planning Act, as well as the amalgamation of the City of Toronto.

But until 2022, she was known as John Matheson. Thanks to Ontario’s Ministry of Health, she was able to pursue the goal of aligning her body with her true feminine self, and now appears before us today as a Sabine, a proud transgender woman.


Sabine’s policy expertise is grounded in her legal background. She is a graduate of University of Toronto Law School and was called to the Bar of Ontario in 1993. She serves as StrategyCorp’s in-house counsel, and previously practiced law in Toronto with a major Bay Street firm.
