Javier Ruiz-Soler is a Senior Technology and Policy Advisor specializing in the identification and analysis of emerging trends in technology and governance. His work focuses on information security governance, privacy-enhancing technologies, artificial intelligence, data access, and technology governance. At the IPC, he contributes to strengthening the organization’s policy capacity on emerging technologies by translating complex technical developments into strategic policy insights.


Javier holds a PhD in Political Science and Technology.
